Title:  Emergency Management in Minnesota.
 
Description:  The Minnesota Department of Public Safety is responsible for emergency management in Minnesota.  Joe Kelly, State Emergency Management Director, will explain his organization in terms of “who we are, what we do, what we’re responsible for, how we’re organized, and what happens in the state emergency operations center during a disaster.”  He will emphasize the “whole community” concept and the national response framework, emphasizing the relationship between government and the private sector.
 
Bio:  Joe Kelly is the Director of Homeland Security and Emergency Management with the Minnesota Department of Public Safety.   His organization’s mission is to help Minnesota prevent, prepare for, respond to, and recover from natural and human caused disasters.  The primary purpose of the program is to build communities that are prepared to respond to emergencies and have the resilience to recover quickly from the effects of disaster.  Before coming to Public Safety, Joe, a native of Olivia, Minnesota, served 31 years in the United States Army and Army National Guard, retiring as a brigadier general in 2011.
